Management and staffing
The secretariat establishment is headed by the Country Director supported by program staff and the Financial and Administration Assistant. In addition, in each of the project districts and communities, ANPPCAN Zambia works with focal point persons at district and community including school levels working on incentives.
Project implementation structures and reporting
District structures
In the project districts, ANPPCAN Zambia created District Child Care and Protection (DCCP) units comprising of professionals from government departments, civil society, church and private sectors and human rights and HIV advocates. Headed by a Chairperson, the DCCP units receive cases and reports of child rights violation from Community Child Help Desks and Community Child Rights Groups through the Village Committees. By venture of the composition, the DCCP provide guidance and services on cases reported and received which include provision of Medicare, reporting of cases to law enforcement agents and litigation.
The Village Committees
These are locally constituted structures that comprise of local personalities who play a significant role in promotion and protecting the rights of children from violation. They comprise of focal point teachers, church leaders, local community policy makers and selected children who also sit on the community child rights groups. They receive cases directly from victims and well wishers. In addition, they also get reports of violence against children reported from the Community Child Help Desk volunteers for both follow up and referral to the DCCP Units.
Community Child Help Desks
Each CCHD is manned by a qualified volunteer who receive cases of child rights violation for documentation and referral to the village Committees. The CCHD volunteers provide counselling to victims since it is the first point of case entry. The CCHDs also provides an opportunity for surveillance and monitoring of cases of violence against children in each community.
Community Child Rights Groups
The Community Child rights Groups (CCRGs) comprise of children in and those already dropped out of school. At school level, these groups are coordinated by focal point teachers while at village level the CCRGs are coordinated by the CCHD volunteers. The majority of children in the CCRGs have participated in the SCREAM methodology training as well as some of Sexuality Reproductive Health and Rights (SRHR – HIV/AIDS) Peer Educators. However, during common activities such as the day of African Child celebration and community outreach, these groups come together to disseminate in their respective communities.
